semi trailer truck combination with tractor and semi trailer at export yard

Semi Trailer Truck Nigeria: Import, Duty and Port Clearance in 2026

TL;DR: A semi trailer truck can mean a tractor and trailer combination, but Nigerian buyers can order the trailer alone if their existing tractor matches the kingpin and fifth-wheel requirements. Shuyue supplies new semi-trailers and can quote a compatible Sitrak or HOWO-NX tractor. For a 2026 import, confirm the exact HS line, current duty calculation, 25% Heading 87.16 levy treatment, and the pre-arrival documents before shipment. WhatsApp Shuyue for a landed cost estimate.

In Nigeria, buyers often use semi trailer truck for a tractor and semi-trailer transport unit. Shuyue supplies new trailers across 15 categories. These include linked 3 axle flatbed semi-trailer models, lowbeds, dump trailers, tankers and skeletal trailers. See the container chassis guide. Shuyue can also supply a compatible tractor, though you do not have to buy both units together. If you already operate a tractor, send its fifth-wheel height, kingpin specification, axle layout and gross combination weight target before the quotation is prepared.

What Is a Semi Trailer Truck in Nigeria, and What Can We Supply?

A semi trailer truck is normally a tractor and semi-trailer combination. A semi-trailer is the unpowered unit that carries the cargo. This distinction matters when you compare prices. A trailer-only quotation excludes the tractor, port haulage, customs charges and inland delivery.

Shuyue's supply range covers 15 new trailer categories. It includes flatbed, lowbed, fence cargo, side wall, side curtain, skeletal, cargo box, dump, tanker, cement bulker, car carrier, concrete mixer, superlink and special semi-trailers. Buyers may place a single trailer order with no fixed multi-unit minimum. The practical matching check is the connection between the tractor and trailer: fifth-wheel height, kingpin size, electrical sockets, brake connections and the intended combination weight.

A buyer who needs a complete combination can review the Sitrak 6x4 tractor truck or the HOWO-NX CNG 6x4 tractor truck. The product pages give the current equipment information. Both pages list a 40,000 kg gross combination weight (GCW) rating for the stated configuration. These are product specifications, not permission to exceed the legal road limit on a Nigerian route.

Why buy new rather than rely on an older unit?

Nigeria's public information on age limits has more than one vehicle category and more than one published threshold. Some sources state a 12 year limit for used vehicles, while other trade information refers to 15 years for commercial vehicles. Those rules concern vehicles, and you should not automatically apply them to every semi-trailer. The levy treatment for a complete vehicle also should not be copied into a trailer quotation without checking the exact HS line. The safe purchasing decision is to confirm the importer, vehicle category and trailer classification with a Nigerian customs agent before payment.

Shuyue's own-factory production model gives the buyer a new build, a specification sheet and a defined inspection point before loading. The company's team has over 15 years of export experience, and the factory is based in Liangshan, Shandong.

If you want a trailer-only price, send the cargo type, number of units, destination port and existing tractor details.

Ask Shuyue whether your tractor can be matched

Which Combination Fits Nigerian Roads and Axle Rules?

The legal road limit and the trailer's engineering rating are different numbers. ECOWAS Supplementary Act SP.17/02/12 Article 4 sets a maximum axle load of 11.5 tons for a single load-carrying axle. The same Act says that the authorized maximum axle loads for other axle types are listed in Annex 2, and Article 6 requires prior authorization for exceptional transport that does not meet the standards [1].

Nigeria's road design and enforcement conditions add another layer. A study of the Lokoja to Abuja corridor reported overloading rates of 86% for four axle vehicles, 73% for five axle vehicles and 94% for six axle vehicles, with the study limited to that corridor [2]. This is a reason to plan the route and axle layout before selecting a trailer, not a reason to copy a competitor's advertised tonnage.

A trailer's gross vehicle weight rating, or GVWR, describes the engineering capacity of the product. It does not automatically become the legal load that can travel on a Nigerian public road. For example, a Shuyue 3 axle lowbed may carry an export rating around 69,000 to 71,000 kg GVWR, while the applicable road combination may allow much less after the tractor, axle grouping, road and permit conditions are considered.

The ECOWAS axle control framework is also changing. Public reporting says the planned regional enforcement update was postponed and a new date was not yet fixed when this guide was checked. Treat any axle tampering or load-spreading workaround as a poor long-term plan. Confirm the current route requirements with the road authority and your licensed transport operator.

The Three Documents You Must Have Before the Shipment Leaves

The three documents below involve different parties. The importer and bank normally control Form M. The exporter and conformity-assessment body handle any applicable product certification. The importer or licensed agent submits the customs information used for PAAR.

Document, responsible party and the items to confirm before the shipment leaves
DocumentMain partyWhat to confirm before shipment
Form MImporter through an Authorized Dealer BankCurrent requirement, importer details, product description, value, origin and bank acceptance
SONCAP documents where applicableExporter or manufacturer with a SON-authorized conformity bodyExact HS line, regulated-product status, Product Certificate, Certificate of Conformity (CoC) and shipment-specific SONCAP Certificate route
PAARImporter or licensed customs agentPre-arrival or pre-clearance submission, classification, valuation and duty assessment

Nigeria Customs Service guidance says an importer of physical goods should process Form M through an Authorized Dealer Bank irrespective of value and whether payment is involved. The same guidance gives six months for general imports and one year for plants and machinery. It does not remove the need to confirm current system requirements, exemptions and bank review steps [3]. Do not plan to open Form M after arrival or backdate it.

SONCAP is a pre-shipment conformity program for products that fall within the applicable Nigerian standards and regulated-product scope. The U.S. International Trade Administration describes SONCAP as a check that imports conform to applicable Nigerian Industrial Standards or approved equivalents [4]. A trailer's exact HS line and current status should be checked in the Nigeria trade and SON workflow. Where SONCAP applies, the exporter or manufacturer may need a Product Certificate, a Certificate of Conformity and a shipment-specific SONCAP Certificate, and the processing time should come from the authorized assessment body rather than from a general estimate.

PAAR means Pre-Arrival Assessment Report. The Nigeria Customs Service describes it as a mandatory electronic report submitted before arrival, containing information about the goods and their value [5]. Its role includes valuation, classification, risk assessment and duty determination. Nigeria is moving trade documentation into the B'Odogwu platform. NCS says that an existing Form M registered on NICIS II may need to be submitted to the command's Technical Supervisor for migration, and that the migration itself should not attract a fee [6]. Missing or incomplete processing can stop clearance from progressing, place cargo on hold or create additional port and storage charges.

Start the document review about 90 days before export. For a first semi-trailer import, ten weeks is a useful working buffer because classification, bank review, conformity checks and shipping arrangements may run in parallel.

What Duty and Levies Will You Pay in 2026?

There is no safe universal landed-cost percentage for every semi-trailer. Start with the exact Nigerian 10 digit classification, then ask the licensed customs agent to show the calculation line by line. The six digit direction often discussed for other goods semi-trailers is HS heading 8716 and subheading 8716.39, but national extensions vary by trailer type and intended use. Nigeria Customs provides an advance ruling route for classification and valuation before importation [7].

VATValue Added Tax (VAT) at 7.5% applied to the legally defined cumulative baseAsk the agent to show every component in the base

The 2026 fiscal policy announcement from NCS confirms that amended tariff schedules and fiscal measures are in force and tells importers to study the complete documents on the NCS website [8]. Separate reports from an NCS sensitisation session state that trailers and truck heads under Heading 87.16 attract a 25% levy from 1 July 2026, and that vehicles already in Nigeria before the policy start date are not affected [9]. The public reports do not settle the exact ten digit scope, taxable base or whether the levy stacks with CET, FCS and other charges. Treat the 25% rate as a policy signal that requires a written calculation, not as a complete landed-cost formula.

The 4% FOB charge has a separate problem. The Federal Ministry of Information published the NCS acknowledgement of the Ministry's directive to suspend implementation of the charge [10]. Some private calculation pages still display it. Ask your agent whether it is suspended for the transaction date and whether any replacement charge applies.

There is a narrow gas distribution incentive. NCS guidance reported by Vanguard includes semi-trailers fitted with skid-mounted CNG, LPG or LNG storage tanks for gas distribution among eligible imports for duty and VAT relief, subject to an Import Duty Exemption Certificate and other regulatory requirements [11]. The same guidance excludes non-self-driven semi-trailers, flatbeds and spare parts. A normal flatbed or ordinary semi-trailer should not be quoted as duty-free under this incentive.

Customs charges are separate from port terminal charges, shipping-line release fees, inland transport and the clearing agent's service fee. Ask for a written quote that labels each category. Request a duty estimate from Shuyue with the cargo value, destination port, trailer type, quantity and shipping method.

Export compliance: The information above is general guidance only and does not constitute legal or customs advice. Shuyue will comply with applicable international trade and export control regulations, strictly supply parts for civilian and commercial applications, and reserve the right to refuse any order involving sanctioned destinations, entities, or end-uses.

How Do You Ship a Semi Trailer Truck to Lagos?

A semi-trailer has no engine, so it cannot drive itself onto a ship. It can still move by sea. The carrier must approve the handling plan, and the terminal may use a tractor, mafi or bogie to position the unit.

Three shipping methods for a non-self-propelled semi-trailer, with the advantage and caution attached to each
MethodHow the trailer is handledMain advantageMain caution
Flat RackLifted onto an open frame containerCommon for out-of-gauge cargoOpen exposure, lashing and OOG charges
RoRoTowed by port equipment or a mafi unitSimple loading when the carrier accepts the unitNot every sailing or port accepts a non-self-propelled trailer
BreakbulkLifted by ship gear as project cargoUseful for large or unusual unitsSailing frequency and handling plan vary

For China to Lagos planning, use 25 to 35 days as an indicative ocean transit range, then add production, booking, port handling and clearance time. A factory schedule around 20 to 35 days is also an estimate, not a delivery promise. Ask the forwarder to confirm the vessel route, cargo dimensions, gross weight, lashing plan, destination terminal and free-time terms.

The ENL Consortium tariff shows three free days for imported breakbulk cargo and 72 hours for import containers at its Apapa terminals. It also states that cargo remaining beyond 90 days may be treated as abandoned and sold subject to the applicable arrangements [12]. These are terminal terms, not a universal rule for every Lagos terminal.

Shuyue can review the trailer dimensions and quantity before the forwarder chooses a method.

What Does a Semi Trailer Truck Cost from China?

A useful quotation starts with configuration rather than a headline price. The five main variables are trailer type, axle count, main-beam and floor specification, axle and suspension brand, and special equipment such as ramps, hydraulic systems, tank fittings or spare parts.

Public market listings provide reference points, but they do not represent Shuyue's quotation. A lowbed, flatbed, skeletal trailer and gas tank trailer can sit in very different price bands. Quantity, steel grade, axle brand, paint system, inspection requirements, port and shipping method can change the result. Ask for Free on Board (FOB) and cost, insurance and freight (CIF) as separate lines. CIF includes freight and insurance to the named port, while FOB is the goods value at the export port.

A low price can also raise running costs if the specification does not match Nigerian roads, payload distribution or maintenance support. Ask for drawings, the axle layout, tyre specification, braking equipment, warranty scope and inspection photos before comparing two quotations.

FAQ

Can I import a semi trailer truck to Nigeria without buying the tractor?
Yes. A trailer and a tractor can be separate purchases. Shuyue accepts single trailer enquiries, and the existing tractor should be checked for fifth-wheel height, kingpin, electrical, brake and combination-weight compatibility before production.
What documents do I need before shipping a semi trailer to Nigeria?
The main pre-shipment work normally covers Form M through an Authorized Dealer Bank, any SONCAP documents required for the exact HS line, and PAAR through the current NCS workflow. The importer should confirm the current requirements with the bank and licensed customs agent. Missing or inconsistent documents can delay clearance and add port costs.
What is the import duty on a semi trailer in Nigeria in 2026?
The exact duty depends on the confirmed ten digit tariff line and the applicable fiscal measures. Trailers under Heading 87.16 have been reported as subject to a 25% levy from 1 July 2026, but public sources do not settle the complete base and stacking treatment. Ask a licensed customs agent for a written calculation that separates duty, levy, VAT, port charges and agent fees.
What axle load is legal in Nigeria?
ECOWAS Article 4 sets 11.5 tons as the maximum for a single load-carrying axle, while other axle arrangements are addressed through the Act's Annex 2 and local route requirements. A trailer's export GVWR does not automatically equal its legal road load. Confirm the combination, route and any exceptional transport authorization before ordering.
How long does shipping a semi trailer truck to Lagos take?
Use 25 to 35 days as an indicative ocean transit range from China to Lagos, then add production, booking, terminal handling and clearance. The final schedule depends on the port, carrier acceptance, cargo dimensions, documents and free-time terms.
Can a semi-trailer be driven onto a ship?
No. A semi-trailer has no engine. It may still ship by Flat Rack, RoRo or Breakbulk when the carrier and terminal approve the handling plan. RoRo usually needs a port tractor, mafi or bogie to move a non-self-propelled trailer.
