3 axle lowbed trailer with hydraulic rear ramps ready for heavy equipment loading

Lowbed Trailer: How Many Axles Do You Actually Need?

A lowbed trailer on West African routes is limited less by what it can carry than by what the road will legally allow. Nigeria designs its highways for 51 tonnes total and 11.5 tonnes per axle [2]. Those two figures decide your axle count before your machine weight does.

Tell us the machine weight and the route you run. The table below returns the axle count, the deck height to request, and what Nigeria's 2026 duty stack adds to your landed cost.

In short: A 3-axle lowbed covers 30 to 45 tonne machines on most Nigerian sites. Above 60 tonnes you need 4 axles or more. A weighbridge checks the legal ceiling, not the trailer's rating.

Nigeria Weight Limits: How They Decide Your Lowbed Trailer Axle Count

Two layers of weight rules shape the trailer you order: one set by ECOWAS, one enforced at Nigerian weighbridges.

What the ECOWAS rule says

ECOWAS caps a single load-carrying axle at 11.5 tonnes. Article 4 of Supplementary Act SP.17/02/12 sets that ceiling across all member states, and heavier combinations need a prior exceptional transport authorisation carried in the vehicle [1]. A 3-axle lowbed with 13-tonne axles rates mechanically at 39 tonnes, while the legal load still stops at 11.5 tonnes each. The same per-axle rule decides a container chassis: 11.5 tonnes per single axle is about 23 tonnes across two trailer axles and 34.5 tonnes across three.

Nigeria adds its own limit

Nigeria designs its road pavements for 51 tonnes total and 11.5 tonnes per axle [2], given domestic force by the Federal Highways (Control of Dimensions, Weights and Axle Load) Regulations 2018 [3]. The Lagos State penalty schedule already fines loads carried beyond the permitted height [4].

Overloading is routine. A weigh-in-motion survey on the Lokoja to Abuja corridor found 86% of 4-axle vehicles, 73% of 5-axle and 94% of 6-axle over the gross weight limit, against 20% for 2-axle and 50% for 3-axle [2].

The distinction that catches first-time buyers

A trailer's gross vehicle weight rating (GVWR) describes what the structure survives, not what you may legally put on the road. Our 3-axle lowbed carries a 45,000 to 60,000 kg payload and rates near 69,000 to 71,000 kg GVWR on an export basis, yet its legal road limit sits far lower.

Enforcement is tightening

Ghana's Shippers' Authority asked to postpone ECOWAS axle load enforcement set for January 2026, and the delay was granted for wider consultation [6]. The toolkit includes a Dead Man Switch built to defeat axle tampering, corridor weighing fees, and auction of unclaimed vehicles after 90 days [6]. Load-spreading tricks at the weighbridge stop working once tamper detection is standard.

Operators must also register with the Federal Road Safety Corps, with separate categories for tankers, trailers and dangerous goods [5]. Shuyue builds lowbed trailers in Liangshan, Shandong and holds ISO 9001:2015 certification.

How Many Axles Do You Need? Tonnage to Axle Matching Table

Start with the machine, not the trailer. Take the operating weight of the machine you move most often, add a 15% margin for attachments and load transfer, then match that figure below.

The 15% margin is a working rule of thumb among heavy haulage operators, not a regulatory figure. If your machine travels with a bucket or counterweight attached, measure it as it travels.

Machine operating weight matched to lowbed trailer axle count and deck height
Machine operating weightRecommended axlesDeck height to requestTypical model
20 to 30 tonnes (mini excavators, rollers)2 axles900 to 1,100 mm2-axle lowbed semi trailer
30 to 45 tonnes (standard excavators, loaders, dozers)3 axles900 to 1,200 mm3-axle lowbed semi trailer
45 to 60 tonnes (large excavators, heavy dozers)3 axles, reinforced beam1,000 to 1,350 mm3-axle lowbed semi trailer
60 to 80 tonnes (mining equipment, transformers)4 axles1,000 to 1,350 mm4-axle lowbed semi trailer
80 to 100 tonnes (crushers, large plant)4 axles, route survey required1,100 to 1,350 mm4-axle lowbed semi trailer

Two checks apply to every row: machine weight plus 15%, and the legal ceiling of 11.5 tonnes per axle [1]. A 60 tonne payload on three axles sits at 20 tonnes per axle, well past the limit, which is why heavy loads need more axles sharing the weight rather than a stronger beam.

The axle count above is a legal constraint, not a structural one. A 3-axle lowbed built for 60 tonnes will carry that load. Whether it may move that load on a Nigerian highway without a permit is a separate question, and the answer is 34.5 tonnes, being 3 axles at 11.5 tonnes each.

If your route crosses a bridge with a posted limit, confirm the combination weight with the road authority before ordering.

Which Lowbed Trailer Type: Fixed, Folding or Detachable Gooseneck

Loading method decides the gooseneck, and the gooseneck decides most of your daily site time.

Lowbed trailer gooseneck configurations compared by loading method, deck height and maintenance
ConfigurationLoading methodDeck heightMaintenanceTypical use
Fixed gooseneck, rear rampsEquipment climbs rear ramps900 to 1,350 mmLowest, no hydraulics to serviceFleets moving similar machines on regular routes
Folding gooseneckFront ramp folds down on hydraulic hinges800 to 1,000 mmHinge lubrication and periodic checksMixed fleets wanting front loading without full detachment
Detachable gooseneck (RGN, or removable gooseneck)Front neck separates, deck lowers to ground600 to 800 mmHydraulic locking assemblies need inspectionTracked equipment loaded daily, mining and oil service work

We supply hydraulic and mechanical spring rear ramps as standard. If you load tracked machines several times a day, front loading through a detachable neck reduces ramp angle and operator risk, at higher purchase and maintenance cost.

On West African sites the deciding factor is often repair access. A fixed gooseneck has fewer hydraulic failure points and a local welder can repair it, which is why simple configurations stay common where a breakdown means a week of downtime. Deck height throughout means the loading surface above ground, not overall trailer height.

Specifications That Survive West African Roads

Rust, dust and road shock destroy more lowbed trailers in West Africa than payload does, so the specification list is short and specific.

Frame and deck

Ask for Q345B high-tensile steel in the main beam, not mild steel. Our 3-axle lowbed uses a 500 mm I-beam with 16 mm top flange, 8 mm web and 18 mm bottom flange, on a 4 mm checkered steel deck. Thin mild-steel beams deform on laterite routes and mine access roads, and a deformed beam cannot be straightened on site.

Axles and suspension

13-tonne axles from FUWA or BPW are the practical standard, and both are widely fitted on trailers running West African routes. Mechanical undermount suspension with equalisers dominates the region because any workshop can replace a broken leaf spring, while air suspension needs a parts pipeline.

Tyres, brakes and coupling

11R22.5, 1100R20 and 315/80R22.5 cover the common fitments, and matching what your local market stocks avoids a sourcing problem later. Ask for WABCO ABS (anti-lock braking system) and a dual-line braking system. The kingpin is a JOST 2 inch (50#) or 3.5 inch (90#), interchangeable with the fifth wheel you already run.

Corrosion protection

Sandblasting followed by a polyurethane topcoat is the minimum for coastal humidity and laterite dust. Spray paint over mill scale fails within a season near Apapa or on unsealed mine roads.

Every unit leaves our yard with beam thickness, axle brand and tyre specification on a build sheet. Check it against the trailer when it lands.

What a Lowbed Trailer Costs from China

Price is set by four variables, and only one is the axle count. The others are gooseneck type, deck length, and the axle and suspension brands you accept.

Published supplier prices for 3-axle 60 to 80 tonne lowbeds have ranged from USD 16,000 to 17,000 FOB. Four-axle 80 to 100 tonne units sit at USD 19,000 to 21,000 FOB. Other suppliers publish USD 8,000 for a basic fixed gooseneck and up to USD 30,000 for a hydraulic detachable unit (indicative market ranges from published supplier pages, 2026; confirm against a formal quotation for your specification).

The spread is wide because the specification behind those numbers differs. A trailer at the bottom of the range usually carries a thinner main beam, unbranded axles and a single-coat finish, and it returns the difference in repairs within two or three years on unsealed roads.

A delivered cost needs three more lines above the FOB figure: ocean freight, insurance, and the Nigerian duty and levy stack covered below. We quote against a written specification, so you can compare line by line with any other supplier.

Shipping to Lagos: Flat Rack, Breakbulk or RoRo

A semi-trailer cannot drive onto a ship under its own power. It has no engine, so loading depends on cranes or terminal tractors, which narrows your options to three.

Three ocean shipping methods for a lowbed trailer to Lagos compared
MethodHow it loadsSailing frequencyWatch out for
Flat rackCraned onto a flat rack, lashed, carried on a container shipWeekly or betterOpen to weather, out-of-gauge surcharge
RoRoTowed on a mafi trailer (a low terminal trailer) through the vessel rampTwo to three sailings per monthCarriers normally require the unit to be operational; non-running units need written approval in advance
BreakbulkLifted by the vessel's own cranesIrregular, schedule variesLonger booking lead time, higher lashing and lift planning cost

Flat racks suit most lowbed shipments because container ships sail frequently and the cargo is unitised. RoRo protects cargo inside the vessel but depends on the carrier accepting a non-self-propelled unit. Breakbulk vessels carry their own cranes, which removes the dependence on port lifting equipment and suits combinations that will not fit a rack.

Sea transit from China to Lagos runs about 25 to 35 days (indicative, published forwarder schedules, 2026; confirm at booking). The controllable risk is the free storage window. At Apapa and Tin Can it runs from about three days for breakbulk cargo to seven to ten for containers, depending on terminal, and demurrage after that starts around USD 150 to 250 per day (indicative, published rate cards, 2026).

Our export team photographs loading and lashing before departure and sends those images with the shipping documents. Recent shipments appear in our delivery cases, including a lowbed trailer batch loaded for an Angola buyer.

Import Duty, SONCAP and Clearance: The Full 2026 Cost Stack

Nigerian landed cost is a stack of six charges, and only the first is the headline rate most buyers budget for.

The 2026 levy that changes the maths

A 25% levy now applies to trailers and truck heads under Heading 87.16. The Nigeria Customs Service announced it at a briefing in Port Harcourt on 30 June 2026, and it took effect on 1 July 2026 to encourage local manufacturing [7]. Vehicles already inside Nigeria before that date are unaffected [7].

The levy adds to standard duty rather than replacing it. Whether it is calculated on the CET duty amount or on the CIF value is not settled across the public material we reviewed, so ask your agent for a written computation. A trailer has no engine, so the Green Tax surcharge on engines of 2,000cc and above does not reach it [7].

The five-layer calculation

Nigeria import charges on a semi-trailer: base and rate for each layer
ChargeBaseRate
Import dutyCIF valueECOWAS CET band: 0%, 5%, 10%, 20% or 35%
25% levy (Heading 87.16)Confirm base with your agent25%, effective 1 July 2026
SurchargeImport duty amount7%
ETLS levyCIF value0.5%
FCS levy (Financing Customs Services, replaced the 1% CISS)FOB value4%, but suspended by the Finance Ministry in September 2025 and not yet formally reinstated
VATCIF plus duty plus surcharge plus ETLS plus FCS7.5%

The surcharge applies to the duty amount, not the CIF value, and VAT applies to the running total, which pushes the effective charge past the headline rate. On a 10% to 20% CET band, with the levy on the duty amount and the FCS levy collected, the stack works out near 26% to 40% of CIF value; a 35% band pushes it above 60% (indicative; confirm with your customs agent). CET is the ECOWAS Common External Tariff, ETLS the ECOWAS Trade Liberalisation Scheme, and FCS Financing Customs Services, the 4% FOB charge that replaced both the 1% CISS fee and the 7% collection surcharge [9].

The Finance Ministry ordered the charge suspended in September 2025, and clearance agents still differ on whether it is being collected in practice [10]. Ask your agent whether it appears on your assessment; if it is not collected, the effective total falls by three to four percentage points of CIF.

Three documents to complete before the vessel sails

Form M, the import declaration the buyer opens through an authorised dealer bank, cannot be processed after arrival [8]. SONCAP certification (Standards Organisation of Nigeria Conformity Assessment Programme) is completed at origin before export, and a shipment arriving without it faces return or destruction [8]. The Pre-Arrival Assessment Report (PAAR) is generated before arrival, and its absence triggers an immediate hold [8].

Responsibility splits cleanly: Form M is the buyer's document, SONCAP sits with us, and PAAR is handled by the buyer or agent. Form M applies to commercial imports above USD 1,000, so confirm the current threshold with your bank before you open one.

What is not included

The percentages cover statutory customs charges only. Terminal handling, shipping line release, documentation, inland haulage and agent fees sit outside them and vary by terminal.

This section reflects publicly available Nigerian customs material as of September 2026 and is not legal, tax or customs advice.

For the wider Nigerian import file, including Form M, SONCAP and the 25% levy treatment, see the Nigeria semi-trailer import guide.

Pre-Order Checklist for Nigerian Buyers

Ten items separate a trailer that earns for a decade from one that spends it in the workshop.

  1. Axle count against machine weight. Match operating weight plus 15% to the table above, then check the per-axle figure against the 11.5 tonne ceiling.
  2. Main beam grade and thickness. Ask for Q345B and the millimetre figures for flange and web. "Heavy duty" without numbers means nothing.
  3. Axle brand and parts supply. FUWA or BPW stated on the invoice, not described verbally. Both are widely fitted across West Africa, and we include a recommended spare parts list with every quotation.
  4. Tyre size and ply rating. Match a size your local market stocks.
  5. Corrosion treatment. Sandblasting plus a polyurethane topcoat. Spray paint over mill scale will not survive coastal humidity.
  6. Payment terms and payment safety. 30% deposit by T/T (telegraphic transfer), 70% before shipment. We do not work on letters of credit, third-party inspection before shipment is welcome, and payment goes only to the company account named on your proforma invoice.
  7. Warranty scope. Every trailer carries a 12-month warranty. Ask our export manager for the components covered and the claim procedure.
  8. Order quantity. Single-unit orders accepted, no minimum, and we can consolidate your trailer with other cargo.
  9. Delivery terms. Agree CFR or CIF in writing with the named destination port.
  10. Pre-shipment evidence. Ask for photographs and the build sheet before the vessel is booked.

Items 6 to 8 catch buyers most often. A supplier who will not put warranty terms in writing before payment costs you time you cannot recover.

FAQ

How many axles does a lowbed trailer need for a 40-tonne excavator?
Three axles. A 40-tonne operating weight plus 15% lands at 46 tonnes, which sits in the 3-axle band above. Check the per-axle figure too, since weighbridges apply the 11.5 tonne ceiling whatever the trailer can physically carry.
What is the difference between a 2, 3 and 4 axle lowbed trailer?
Axle count sets how load reaches the road rather than how strong the trailer is. Two axles suit machines to about 30 tonnes, three cover 30 to 60 tonnes, and four or more above 60 tonnes.
Can a lowbed trailer carry 100 tonnes in Nigeria?
The trailer can be built for it, but the road limit applies. ECOWAS caps a single axle at 11.5 tonnes, and loads beyond the authorised combination weight need a prior exceptional transport authorisation.
What deck height does a lowbed trailer have, and why does it matter?
Our 3-axle lowbed runs a loading surface roughly 900 to 1,350 mm above ground. Deck height sets total loaded height, which decides whether you clear bridges and overhead lines without a route deviation.
What duty and levies will I pay on a semi-trailer into Nigeria in 2026?
Six charges apply: CET duty on CIF, a 25% levy on Heading 87.16 effective 1 July 2026, a 7% surcharge on the duty amount, 0.5% ETLS on CIF, 4% FCS on FOB, and 7.5% VAT on the running total. The FCS charge was suspended in September 2025, so ask your agent whether it is being collected on your entry. On a 10% to 20% CET band they land near 26% to 40% of CIF before port and agent fees, and more if your goods fall in the 35% band (indicative; confirm with your licensed customs agent).
How long does shipping a lowbed trailer to Lagos take?
Ocean transit from China to Lagos runs about 25 to 35 days, with production scheduled ahead of that (indicative, published forwarder schedules, 2026). The bigger risk is the free storage window, which at Apapa runs from about three days for breakbulk cargo to seven to ten for containers.
